The finance director shall assume the following duties and responsibilities:
A. Prepare, administer and maintain rules and regulations which carry out the provisions of this chapter, and recommend changes to such rules and regulations as deemed necessary; and
B. Prescribe and maintain such forms as are reasonably necessary for the efficient operation and administration of the purchasing system. (Ord. 2004-004, 2004)
