Pursuant to Utah Code Annotated section 10-6-122, as amended, there is adopted and established a purchasing system of the city to secure for the taxpayers of the city the advantages and economies which result from centralized control over the expenditures of funds for supplies, materials, equipment and contractual services, and for the disposal or lease of public property.
