No person, business, corporation or entity shall do the following.
(A) Deposit garbage or any kind of refuse in a container or dumpster owned or leased by any other person without the prior express permission of the other person.
(B) Deposit refuse or garbage in a public receptacle in any park within the city, except for refuse or garbage normally generated from picnics and similar social activities carried on in the park.
(C) Deposit or dispose of any household or business refuse or garbage on the public streets, ditches, rivers or waterways anywhere within the city.
