No person, corporation or other entity may collect garbage or municipal solid waste within the city limits without a license from the city. The city reserves the right to deny a license to any person, corporation or other entity if, in the opinion and judgment of the City Council, the denial of a license would be in the best interests of the city, and to issue only one exclusive license for the collection of municipal solid waste. The license fee shall be and hereby is fixed at the sum of $10. This section is passed pursuant to the authority set forth in M.S. § 115A.93, as it may be amended from time to time.
