Each approved garbage and rubbish collector shall provide a dump box on his or her truck, so constructed that the contents will not leak or spill therefrom. The conveyance used shall be kept clean and as free from offensive odors as possible, and shall not be allowed to stand in any street, alley, or public place longer than is reasonable necessary to collect garbage or rubbish.
