All nonresidential places, such as businesses and commercial places, must avail themselves of the services of the approved hauler or collector, unless they are specifically exempted from doing so by the City Council. Each place must provide itself with a waterproof, fly-proof, and rodent-proof container, which meets all applicable state requirements, and which is approved by the City Council. The charge for service shall be determined by the City Council, and shall be billed once each month.
