(A) Every residence must provide standard containers for garbage and refuse, which shall be either galvanized metal or heavy plastic in construction, and made specifically for that purpose. Containers must be watertight. Each container shall have a capacity not to exceed 35 gallons, and it may not exceed 70 pounds in weight fully loaded. Plastic bags of at least 1.5 millimeters in thickness may also be used, but each bag may not exceed the capacity or weight limitations described above, and they must be securely tied. No item shall be picked up that exceeds four feet in length, and no tree or hedge trimmings shall exceed four feet in length, nor more than 35 pounds in weight to a bundle, and each bundle must be securely tied. Newspapers and magazines shall also be bundled and securely tied.
(B) Garbage cans shall be kept at or near the back door of the building using the same, or at the rear of the property if there is an alley, and shall be accessible to collectors at all reasonable times. On the day of collection, all garbage containers must be placed at the curb or alley for pickup.
