Every householder or occupant of any dwelling house, boarding house, apartment house, mobile home, or any other place of residence must avail themselves of the services of the hauler or collector approved by the city. Each residence within the city limits shall be billed for services once each month by the city. The charge for services shall be negotiated between the approved hauler and the City Council, and the amount of the service charge shall be published at least once, not less than seven days prior to the effective date of the charge.
