Any person, firm, or corporation desiring to collect garbage and rubbish shall make application for the same to the City Administrator/Clerk-Treasurer.
(A) The application shall set forth the name and address of the applicant(s).
(B) The application shall contain a list of the equipment which the applicant proposes to use in collection.
(C) The application shall then be submitted to the City Council for their investigation and approval.
(D) If the application is approved by the City Council, the applicant shall deposit with the City Administrator/Clerk-Treasurer a performance bond in the penal sum of at lease $10,000, conditioned that he or she will faithfully and continuously provide the garbage and rubbish collection service specified in the application.
