(A) Parking between the hours of 2:00 a.m. and 6:00 a.m. Beginning on November 15 of each year and extending to March 15 of each following year, no person shall park a motor vehicle or permit it to stand between the hours of 2:00 a.m. and 6:00 a.m. in the following areas.
