All gross proceeds less administrative costs and not less than 95% of the gross proceeds obtained from the collection of tax pursuant to this chapter shall be used in accordance with M.S. § 469.190, as the same may be amended from time to time, to fund tourism for the purpose of marketing and promoting the area as a tourist region, and shall have complete and independent control over the use of the funds.
