§ 33.40 RECITALS.
   The City Council, in full recognition of the needs of the citizens of the city for recreational, health and athletic facilities for use by the public, determines that the establishment of a Public Charitable Trust Fund for the purpose of receiving and administering funds for recreational, health and athletic purposes may provide substantial benefits to the citizens of the city, and substantially improve the quality of life for the residents of the city in general; and that accordingly, the establishment of the City Recreation Health and Athletic Public Charitable Trust Fund is in the public interest.
