In lands where city sewer and water is deemed by the Council to be not available for economic or other reasons, development may take place if the following requirements are met.
(A) All lots must have the capabilities of being served by city sewer and water in the future, when and if service shall become economically feasible. Economic feasibility shall be exclusively determined by the City Council.
(B) To meet the requirements for a zoning permit, each home site shall meet all requirements of the Zoning and Subdivision Ordinance, and shall be capable of supporting an on-site sewage system as specified by the Department of Health and as required by city ordinances.
(C) An individual well may serve up to four homes.
(D) Each home must have an individual disposal system meeting the requirements of city ordinances.
(E) All wells must be built to all recommended state standards.
