In any case where the division of a parcel of land into two or more lots or parcels for the purpose of transfer of ownership or building development does not come within the definition of subdivision as defined by this chapter, a description of the land division shall be filed with the City Administrator/Clerk-Treasurer, who shall submit copies of the division to the County Engineer. No building permit shall be issued until the description has been received by the Planning Commission.
