The legislature of the State of Minnesota has, in M.S. Chapter 104 and 394, as they may be amended from time to time, delegated the responsibility to local government units to adopt regulations designed to minimize flood losses. The City of Preston did so by adopting the City of Preston Floodplain Management Ordinance on February 26, 1990. The purpose of this chapter is to update the provisions of the city’s floodplain ordinance to include the revised Flood Insurance Study (FIS) and maps.
