No person, firm or corporation shall disturb any land within the city (including but not limited to landscaping, digging, or alteration of real property) causing any movement of water, debris, mud or dirt resulting in any damage to any instrumentalities or property, including but not limited to streets, storm sewers, curbs and gutters, sanitary sewers or water lines, or resulting in the necessity of any clean-up expenses by the city relating to city property or instrumentalities.
