(A) The permits required by §§ 151.02 and 151.03 shall not be issued unless the applicant shall comply with conditions as are required by the City Council after receiving the recommendations of the City Zoning Administrator and the City Engineer. Permits shall be applied for by written application to the Zoning Administrator, who shall forward the same to the City Council with his or her recommendations, if any.
(B) After receiving the application and recommendations of the Zoning Administrator, the City Council shall refer the application to the City Engineer, who shall then make his or her recommendations known in writing to the City Council. The Council shall have the power and authority to deny the permit on any reasonable grounds, or to grant the same upon specific conditions after consideration of the recommendations of the Zoning Administrator and the City Engineer.
