Slopes greater than 35% shall not be disturbed in any manner, including but not limited to the construction of any improvements or alterations thereon, grading, landscaping or any other disturbance to the land or soil of any kind or nature, without a special Slope Disturbance permit from the city in accordance with § 151.04.
