§ 32.17 POWERS.
   The Commission shall have all of the powers enumerated and described for public utilities commissions in M.S. Chapter 412, as it may be amended from time to time, and shall have all the necessary and incidental powers to properly operate and maintain all of the systems under its jurisdiction.
