Sections 95.03 through 95.06 of this chapter shall apply only to trees to be planted or which exist within streets, street easements or utility easements within the city; all references to trees in those sections shall refer only to trees planted, to be planted, or existing within the streets, street easements or utility easements. Trees to be planted or which exist on boulevards located within streets, street easements or utility easements are specifically covered by this chapter.
