(A) All property within the City of Preston shall have turfgrass maintained through regularly cutting to prevent grass vegetation from exceeding ten inches.
(B) On vacant property where mowing of grass is physically difficult because of topography or other physical constraints the height requirement as in division (A) of this section shall only apply to six foot strip of land abutting roadways or developed properties.
(C) Division (A) of this section shall not apply to the following:
(1) Highway ditches;
(2) Railroad track ditches;
(3) Agricultural areas;
(4) Designated wetlands areas (based on DNR standards);
(5) Large tracts of undeveloped land;
(6) Residential subdivisions that are less than 50% developed except where lots abut developed and improved property. In this instance division (B) of this section shall apply;
(7) Designated areas in city parks;
(8) Up to a 50-foot buffer surrounding drainage ponds, water quality ponds, streams, lakes, and floodplain areas; and
(9) Woodlands.
