(A) No persons except those expressly excepted by the provisions of M.S. Chapter 171 as from time to time amended, shall operate or drive any motor vehicle upon any street or highway in the city without a valid license as a driver under the provisions of M.S. Chapter 171, as from time to time amended.
(B) M.S. Chapter 171, as from time to time amended, shall be made a part of this section and incorporated herein by reference, except for the provisions of § 171.02.
