(A) The city shall have the right to review the design and inspect the construction, installation, and operation of individual sewage treatment systems.
(B) The city, by or through its own personnel, or by contract with the county or other entity, shall be responsible for the administration and enforcement of this subchapter, shall issue all licenses and permits, notices of violation, and notices of revocation of licenses or permits; shall examine the work in progress as required by this subchapter and determine compliance with the provisions of this subchapter.
