The City Council accepts the premise that, in order to protect the public’s health, eliminate or prevent the development of public nuisance, and protect the city’s groundwater and streams from contamination by human sewage and waterborne household and commercial wastes, minimum standards be adopted for the disposal of sewage and wastewater.
