(A) Every land owner and every person, firm or corporation in possession of real property in the city shall be required to properly maintain and keep in good repair all water lines or pipes running from the curb stop in the city street or easement to the water meter located in or on such real property.
(B) Whenever the Superintendent of Public Utilities shall determine that a water line from curb stop to meter is defective, or requires repairs, he or she shall notify the City Administrator/Clerk-Treasurer, who shall thereupon give written notice to the landowner or person in possession of the real property wherein the line or pipe is located, notifying that person or persons of the defective line or pipe, and requiring them to repair the same within five days from and after receipt of the written notice. Service of the notice shall be made on the owner or person in possession of the parcel of real estate or his or her authorized agent personally or by mail sent to his or her last known address. If the owner cannot be reached by mail so addressed, service upon the occupant of the premises involved shall be deemed to be valid notice to the owner.
