All connections, whether direct or indirect, to the city sanitary sewer and water systems, shall be made at the sole expense of the owner of the parcel served by the connection. The costs of the connection shall be paid by the owner or other person requesting the same, shall include all lateral pipes, lines, and other appurtenances necessary to make the connection with the city sanitary sewer main or water main, all excavation expenses and expenses for restoration of the street or road to its original condition. The city shall not be responsible for any costs or expenses of any kind or nature in any manner relating to connections to the city water and sanitary sewer systems.
