Any person who engages in any business, profession, trade or occupation, or exercises any privileges, for which a license or permit is required by this chapter, without a valid license or permit as hereby required, or who violates any provision of this chapter, is guilty of an offense, and upon conviction, shall be fined as provided in section 1-108 of this code.
