Upon delivery of solid waste to an approved disposal site, all rights of ownership and exclusive possession to lawfully deposited solid waste shall vest in the County. The County reserves the right to authorize recycling of materials in the waste stream in accordance with standards and conditions to be set by the Board of County Commissioners. Hazardous or improperly handled wastes shall remain in the ownership of their prior possessor until they are disposed of in compliance with this Chapter and other applicable laws and regulations.
