A. The Board of Commissioners shall be responsible for carrying out the terms of this Chapter and for implementing these solid waste policies.
B. The scope of authority to be exercised by the Board of Commissioners is intended to extend as far as allowed by the Idaho Constitution and by the statutes empowering and requiring counties to be responsible for solid waste disposal within their jurisdiction, including, but not limited to, Idaho Code title 31, chapter 44.
