If the inspection report, or objections by third persons, indicates that the modification might create an undue risk to either the users of the access, or the general public, or both, then the application, fee and permit shall not be acted upon by the Board until the applicant has received a certified notice of the time and date of the meeting at which his application will be considered, or attends the meeting at which his application is considered.
