The purpose of this Chapter is to promote the public health, safety and general welfare of the citizens of this community and others by ensuring that any modification in the number of accesses to County roads or any change in the type and manner of use of any existing accesses be made only after inspection is made to determine that said action can be taken without undue risk to either the persons using said access or the general public.
