A. Application; Approval: Any person desiring to use the city's containers for the purpose of disposing of rubbish, refuse or rubble may do so whether or not such person is a resident of the city or a property owner in the city so long as application is made to the city clerk and such use is approved by the city clerk.
B. Rate For Use: The rate for the use of the city's facilities by nonresidents shall be the regular rate then in effect for similar use by the residents and property owners of the city.
C. Penalty: Use of such containers by such nonresidents or nonproperty owners without prior arrangement with the city shall be punishable as provided in section 1-4-1 of this code. (1990 Code § 17-402)
