A. Hand Or Voice:
1. Officers of the police department or any officers designated by the chief of police are hereby authorized to direct traffic by voice, hand, or signal in conformance with traffic laws and ordinances. In the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the police department may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws and ordinances.
2. Officers of the fire department, when at the scene of a fire, or other emergency, may direct or assist the police in directing traffic in the immediate vicinity. (1990 Code § 15-202)
B. Unauthorized Persons: No unauthorized person shall direct or attempt to direct traffic, except in case of emergency where no officer is present. (1990 Code § 15-203)
