(a) Minors Under Fourteen Years. No minor under the age of fourteen years shall loiter, idle, wander, stroll or play in or upon any public street, other public place, place of amusement and entertainment, vacant lot or other unsupervised place during the period between dusk and dawn. However, the provisions of this section do not apply to a minor accompanied by his parent, guardian or other adult person having the care and custody of the minor, or where the minor is upon an emergency errand or legitimate business directed by his parent, guardian or other adult person having the care and custody of the minor.
(b) Minors Under Eighteen Years. No minor under the age of eighteen years shall congregate, loaf, loiter or be upon any public street of the City between the hours of 11:00 p.m. and 5:00 a.m. on Sundays, Mondays, Tuesdays, Wednesdays and Thursdays, and between 11:30 p.m. and 5:00 a.m. on Fridays and Saturdays, except when accompanied by his parent, guardian or person in loco parentis, or some other person in loco parentis.
(c) Special Functions. Any school, church, lodge or other organization that desires to hold any entertainment for minors under the age of eighteen years, which entertainment will require such minor to be out at a later hour than that called for in this section, shall make application either to the Mayor or the Chief of Police for permission to have the minors stay out to this later hour. The application shall state the time the entertainment will end and the names and number of chaperons. Minors who attend such functions shall be required to be off the public streets one-half hour after the function is ended.
(d) Responsibility of Parents and Guardians. No parent or guardian or person in loco parentis shall knowingly permit any minor to violate any of the provisions of this section.

(e) Penalty.
(1) Minors. Any minor found in violation of any of the provisions of this section is a delinquent child, as defined in Ohio R.C. 2152.02 and is subject to the jurisdiction of the Scioto County Juvenile Court. The minor shall be released only to such parent, guardian or person in loco parentis, or to the juvenile authorities. A violation of this section shall be a minor misdemeanor. (Ord. 2007-67. (2) Parents and guardians. Any parent, guardian or person in loco parentis who knowingly permits any minor to violate any of the provisions of this section shall, for a first offense, be warned; for a second offense the parent, guardian or person in loco parentis shall be guilty of a minor misdemeanor.
