(a) No person shall assemble with one or more other persons, except at a public meeting of citizens, on any sidewalk, street, street corner, vacant lot, alley, park, public ground or parking lot, and there conduct himself in a manner annoying to persons passing by, or occupants of adjacent buildings.
(b) Whoever violates this section is guilty of a minor misdemeanor.
