(a) No person shall remove from the City for the purpose of burial any dead animal, or bury within the City any dead animal, without having obtained from the Board of Health a written permit to do so, which permit shall state the owner's name and residence, a description of the animal and the proposed place of burial. Such removal and burial shall be under the supervision of the Commissioner of Health.
(b) Whoever violates this section is guilty of a minor misdemeanor.
