(a) No owner or keeper of a dog, cat or other domestic animal shall abandon such animal. Abandon shall be defined as leaving a dog, cat or other domestic animal without food, water or shelter.
(b) No owner or keeper of a dog, cat or other domestic animal shall confine the domestic animal to an abandoned or vacant lot or structure.
(c) Whoever violates this section is guilty of a misdemeanor of the second degree on a first offense and a misdemeanor of the first degree on each subsequent offense.
