A right turn against a steady red signal is hereby prohibited at any of the following intersections, which shall be effective when signs giving notice thereof are posted at the intersections herewith:
(a) School Crossings. Right turns on red are hereby prohibited on Monday through Friday, from 8:00 a.m. until 4:00 p.m., on school days only, at the following school crossing intersections, in all four directions, unless otherwise indicated:
* Ninth and Offnere
* Gallia and Offnere
* Gallia and Waller
* Ninth and Waller
(*) Right turns prohibited in all four directions.
(b) Protected Turn Intersections. Right turns on red are hereby prohibited at all times at the following intersections:
On Chillicothe northbound at Eleventh
On Thirtieth St. at Scioto Trail
On Scioto Trail northbound at Coles Blvd.
On Dorman Drive, Shawnee Road, North Hill Road, Coles Boulevard and Twenty-eighth Street.

(c) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
