(a) No person on roller skates or riding in or by means of any sled, toy vehicle, skateboard, Segway or similar device shall go upon any roadway outside of a crosswalk with the exceptions set forth in Paragraph (b) of this Section.
(b) Segways may be lawfully operated on the following streets:
(1) Second Street from Madison Street west to Scioto Street,
(2) Scioto Street,
(3) Front Street from Scioto Street east to Vine Street; and
(4) All roadways between the Ohio River and the floodwall west of Offnere Street.

(c) Whoever violates this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
