169.24 VOLUNTARY LAYOFF AGREEMENT.
   Any employee of the City, upon the recommendation of the employee's department head, and the approval of the City Manager, may enter into an agreement whereby the employee may receive a voluntary layoff from the service of the City. The terms and conditions of the layoff will be specified in the agreement to be signed, but it will provide that upon reinstatement to the City service, that all benefits gained and earned by the employee will be restored.
