(a) The City Manager is hereby authorized and directed to produce and enforce a Manual of Personnel Rules and Regulations.
(b) Such Manual shall be supplemental to and not in conflict with the State law, City ordinances having authority in specific personnel matters, civil service rules and regulations and agreements authorized by Council with officially recognized local employee representative bargaining units.
(c) The City Manager is hereby charged with the administration of such Rules and Regulations and shall, in his best judgment, be the interpreter thereof.
(d) The City Manager shall amend such Rules and Regulations as necessary for fair and equitable treatment of City employees and to provide for conduct of the City's business in the best interests of the City.
