(a) Every occupant of a dwelling unit in a multi-family dwelling shall dispose of all garbage and other organic waste, which might provide food for insects and rodents, in a clean and sanitary manner by placing it in plastic bags of sufficient strength to support the load which it shall contain, which shall then be placed in approved, non-leakable, non-absorbent, covered garbage storage receptacles or in other approved garbage disposal facilities until (1/2) hour before sunset the day prior to rubbish disposal pick-up, but not later than 7:00 a.m. on the day for rubbish disposal pickup, at which time the bags and receptacles shall be placed on the curb line or edge of pavement of the dwelling.
(b) The owner or operator of a multi-family dwelling shall be responsible for the clean and sanitary maintenance of common storage or disposal facilities. They shall be responsible further for placing out for collection all common garbage and rubbish containers, except where such facilities are for the sole use of an occupant, under which circumstances it shall be the responsibility of the occupant to place these containers out for collection.
