(a) Every occupant of a dwelling or dwelling structure shall dispose of all rubbish in a clean and sanitary manner by placing it in plastic bags of sufficient strength to support the load of which it carries, which shall then be placed in approved receptacles or in other approved rubbish disposal facilities until (1/2) hour before sunset the day prior to rubbish disposal pick-up, but no later than 7:00 a.m. on the day of rubbish disposal pick-up, at which time the bags and receptacles shall be placed on the curb line or edge of pavement where the dwelling resides.
(b) No approved receptacles or bags shall be placed on the public sidewalk.
