After the public hearing, City Council may approve or reject the urban renewal plan, or make modifications and approve such plan as modified. Approval of the plan shall be by not less than a majority vote of City Council, unless the Planning Commission has recommended against the plan, in which cases it shall be approved by not less than a three-fourths vote of the members of the City Council. In the event that City Council approves the urban renewal plan, its approval shall include the following findings:
(a) That the area described in the urban renewal plan is a blighted or deteriorated area;
(b) Such findings as may be required in the event that federal or state financial assistance will be utilized in carrying out the urban renewal plan;
(c) Such other findings as may be necessary or desirable.
Approval of an urban renewal plan by City Council shall constitute an amendment of the City’s existing Master Plan, by way of supplementing such Master Plan with urban renewal plan so approved, and upon such approval, such urban renewal plan shall be deemed to be part of the Master Plan of the City, and any conflicting portions of the Master Plan as it is previously existed shall be deemed to have been superseded by the urban renewal plan.
