151.07 PUBLIC HEARING.
   Upon receipt of the report of the City Manager, setting forth the action taken by the Planning Commission, together with the Commission’s recommendations as to the proposed urban renewal plan and the City Manager’s recommendations as to such plan, City Council shall hold a public hearing on the proposed urban renewal plan, at which hearing an opportunity shall be provided to all interested persons to be heard. Notice of the time and place of such hearing shall be published in a newspaper of general circulation, as defined in the Ohio Revised Code, once a week for two consecutive weeks and the last publication shall be made not less than seven days before the date set for the public hearing. The notice shall contain a general description of the project area by its location in relation to highways, streets, streams or other landmarks, and shall state that the proposed urban renewal plan and supporting studies and reports are available for public inspection at a place designated in such notice.
