Whenever the Housing Inspector finds that an emergency exists in dwellings unfit for habitation which requires immediate action to protect the health and safety of the residents or of the public, they may issue an order reciting the existence of the emergency and requiring immediate vacation and repair or demolition as deemed necessary to meet the emergency. Notwithstanding any other provision of this Housing Code, such order shall take effect immediately. Any person to whom such order is directed shall comply therewith immediately.
