It shall be the duty of the Housing Inspector to enforce the provisions of this Housing Code. Whenever the Housing Inspector determines that there has been a violation of any provision of this Housing Code, they shall give notice of such violation(s) to the owner, agent, or operator of such structure and order compliance therewith, as hereinafter provided. Such notice and order shall:
(a) Be in writing on an appropriate form;
(b) Include a list of violation(s), refer to the section of this Housing Code violated and order remedial action which, if taken, will affect compliance with this Housing Code;
(c) Specify a reasonable time for compliance;
(d) Advise the owner, operator or occupant of the procedure for appeal;
(e) Be served upon the owner, operator or occupant in person; provided, however, that such notice and order shall be deemed to be properly served upon such person if a copy thereof is sent by registered mail and delivered to his last known address and a copy is posted in a conspicuous place in or on the dwelling affected.
