1345.02 RIGHT-OF-ENTRY.
   (a)   Unless entry is refused by an owner or tenet, upon presentation of proper identification, the Housing Inspector may, at all reasonable times, enter any dwelling structure, other structure or property in the City to perform any duty imposed upon him by the Housing Code.
   (b)   When a property owner denies the Housing Inspector entry onto the property for the purposes of making an inspection, the Housing Inspector may apply for and obtain a search warrant in order to gain access to such property.
   (c)   Nothing contained in this section shall limit the right of immediate entry by the Housing Inspector onto any property in the City when they determine that an emergency exists.
