(a) Upon the consent of the owner or tenant, the Housing Inspector or their authorized agent is hereby authorized and directed to make inspections to determine the condition of dwellings, dwelling units, rental dwellings, rooming houses, and premises located within the City in order that they may perform the duty of enforcing the provisions of this Housing Code.
(b) Where the owner or tenant gives consent for the purpose of an inspection, examination and/or survey, the owner, operator, or occupant of every dwelling, dwelling unit, rental dwelling, rooming house and rooming unit, and upon being shown proper identification and written consent, shall give the Housing Inspector or their authorized agent free access to such premises at any reasonable hour for the purpose of such inspection, examination and survey.
