Upon approval of the City Manager, the Director of the Community Development Department may, from time to time, recommend proposed urban renewal areas, and prepare such studies and reports as are necessary and appropriate in connection with a proposed urban renewal area, and may prepare a proposed urban renewal plan for any such urban renewal area.
